Oakland Officer's Suicide, And His Wife's Earlier Suicide, Confirmed In DA's Probe

The scandal involving Guap came to light after a federal compliance director assigned to monitor the department as part of a decade-old federal oversight order pertaining to an older scandal discovered "irregularities" during his investigation of O'Brien's wife's suicide.

While it remained classified a suicide, compliance director Robert Warshaw found out that an internal investigation involving Guap's connections to O'Brien and other Oakland officers had been going on for months, and he was required to be informed of any such investigation. Other officers have been implicated in sharing confidential information with Guap about police activity and prostitution stings, and all of this combined led directly to the resignation of Chief Sean Whent in early June.

Oakland Police Underage Sex Scandal Involves Cop Who Possibly Killed His Wife

Huerta Lopez’s coroner’s report — which was released for the first time earlier today after the Express requested it — called her death suspicious. The coroner’s report on O’Brien’s suicide also noted that his wife’s death the year before was suspicious. And Alameda County sheriff’s department investigator Solomon Unubun wrote that “O’Brien’s wife committed suicide in the same apartment on 6/16/14 and her family thought her death was suspicious.”

Police sources say various OPD officers failed to report the allegations of sexual misconduct, and OPD internal-affairs investigators may have failed to thoroughly look into both the sex crime allegations and also the suspicious death of Huerta Lopez. An investigation of sexual misconduct was opened only after O’Brien’s death.

Alameda District Attorney: Oakland Cop Involved in Sex-Crime Scandal Probably Didn't Kill Wife

Officer Brendan O'Brien killed himself on September 25 last year. He left a two-page, typed suicide note that addressed allegations he raped an underage girl. His death sparked an investigation by OPD internal affairs that uncovered a sprawling sex-crime scandal in the department — one that eventually toppled OPD Chief Sean Whent and Whent's two successors.
