Will Oakland police officers in sex scandal face charges?
Guap told The Associated Press that she informed internal affairs investigators months ago that she had sex with three Oakland police officers and a Contra Costa County deputy before her 18th birthday.
In all, Guap said she has had sex with about 30 law enforcement officials, mostly during the past year. She said she received money during a few encounters and often traded sex for protection from arrest and tips on prostitution stings.
"The law is not being applied equally," said Leigh Davenport, a spokeswoman for the activist organization Anti Police-Terror Project. "If these guys weren't cops, they would have been charged."
The teen's grandmother and father also said they are frustrated that no charges have been filed.

Two weeks later, Guap saw O'Brien on patrol again in East Oakland. He and his partner were making an arrest near a taco truck. She struck up a conversation and they exchanged numbers. Shortly afterward, O'Brien and the girl began "dating" — a word Guap used to describe their relationship.
Guap said she had sex with the Oakland police officer numerous times while she was a minor.
The Express published parts of Guap's story this past Friday, June 10, just hours after a press conference at City Hall, where Oakland Mayor Libby Schaaf announced that police Chief Sean Whent had resigned for "personal reasons." The mayor reiterated that morning that his departure had nothing to do with this sexual-misconduct scandal. But this paper's investigation disproved Schaaf's claim.
After officer O'Brien committed statutory rape of Guap, he later introduced Oakland police officers Terryl Smith and James Ta'ai to the victim. Smith, Ta'ai, and O'Brien worked in the same squad out of OPD's Eastmont substation, patrolling streets that are saturated with prostitution and child-sex trafficking.
According to Guap and Oakland officer Luis Roman, a total of three cops committed statutory rape of Guap while she was seventeen. Her interactions with officers as a minor fit the legal definition of human trafficking.

How the Oakland Police Underage-Sex Scandal Made Its Way onto Facebook and Instagram
A few officers had relationships with Guap in real life, possibly while she was still under the age of 18, according to police sources. But the trail on social media shows that the alleged misconduct may have taken place digitally as much as in real life — and that the sex scandal extends beyond OPD to other Bay Area law-enforcement agencies.
Sources in the department said multiple Oakland police officers have carefully scrubbed and even deleted their online profiles to avoid scrutiny.
Guap was able to amass a long list of Facebook friends among retired OPD officers, so long that Tim Sanchez — a former Oakland cop who administers the Facebook group "Once OPD Always OPD" — advised its members to unfriend her when the sex scandal broke two weeks ago.
"Well, this caper has finally hit the news," Sanchez wrote to the group's 800-plus members. "To those of you who friended her and there are many of you, unfriend her now."

That’s how many months it took for Oakland to notify the Alameda County district attorney’s office that it was investigating possible criminal wrongdoing by its police officers, O’Malley said.
An investigation needs to be launched into why it took so long. The department is supposed to notify the district attorney’s office of any incident that might involve criminal conduct by an officer.

Teen at center of California police sex scandal sues city of Oakland for $66 million
Celeste Guap, a pseudonym used by the 19-year-old, said she slept with dozens of Oakland officers when she was just 17 years old and working as a prostitute — because they gave her tips on how to avoid raids.
A new lawsuit filed against the city of Oakland Friday claimed the sex scandal — in which seven officers face criminal charges including sex crimes and failure to report sexual misconduct — was an act of “modern day slavery” against the teenager, whose real name is Jasmine.
“These acts constitute unlawful forced labor, trafficking into servitude and sex trafficking of a child by force, fraud and coercion and have caused (Jasmine) to suffer unimaginable abuse, pain, and suffering that she and her family will endure for the rest of her life,” according to a copy of the lawsuit obtained by NBC Bay Area.
